Please join us for the induction of LEANZ’s newest fellow, Phil Barry, and his inaugural seminar on RMA reform and property rights. The seminar is at 5:30PM on Wednesday 12th November, at Buddle Findlay Wellington (Aon Centre 1 Willis Street, Wellington Central, Wellington 6011).


Order of events:

  • Doors open at 5:30 at Buddle Findlay for some drinks and nibbles
  • Formalities will start at 6.00 with a presentation to induct Phil
  • The seminar will begin at 6:10

About the speaker:

Phil Barry is a founding Director of independent corporate finance and economics advisers, TDB Advisory. Phil is also a member of the IMF’s Panel of Fiscal Experts and a Lay Member of the High Court of NZ under the Commerce Act. He is a chartered member of the NZ Institute of Directors, a former President of NZ Football and a company director. He is also national convenor of the Voluntary Heritage Group. Phil has chaired a number of government reviews, including the triennial Parliamentary Appropriations Review (with Sir Douglas Kidd), the Technical Advisory Group on Air Quality Standards and strategic reviews of various government-owned entities.


Summary of the session:

The government is currently reforming NZ’s Resource Management Act. One important aspect of those reforms is heritage policy. This seminar will explore how New Zealand’s current built heritage policies are working in practice, examine the problems with the current system, discuss the underlying drivers of the problems and, using a comparative institutional framework, identify a potential path way forward that better aligns incentives with desired outcomes.
