Doors will open at 5.30pm. The seminar proper will begin at 6.00pm, finishing at 7.00pm including some time for questions from attendees. There will then be time for some networking following the event.

Topic

The Natural and Built Environment (NBE) Bill is the government’s proposed replacement for the much-criticised Resource Management Act 1991. However, the NBE Bill itself has also been subject to various criticisms as it works it way through the parliamentary process. In this seminar, David Allen and Kevin Counsell will discuss some of the challenges with the NBE Bill from a legal and economics perspective. With the Select Committee due to report back on the NBE Bill on 27 June, this seminar also presents an opportunity to consider the Select Committee’s findings and what they might mean for the Bill going forward.

About the speakers:

Kevin Counsell is an Associate Director at the economics consulting firm NERA specialising in environmental economics, competition, regulation, and damages. He has served as an expert witness before the New Zealand Environment Court and independent hearings panels.

David Allen is a Partner at the law firm Buddle Findlay specialising in resource management, environmental and natural resources law. David is an accredited chair of RMA hearings panels and has chaired a number of hearings. He is also a presenter of the Ministry for the Environment's "Making Good Decisions" programme required for all resource management decision-makers.
