Making retrofit work for renters: Policies and playbooks, EU and UK

UK housing coalition Homes that Don't Cost the Earth invites you to a workshop exploring how to prevent a net zero backlash from poorly designed retrofit policy in the PRS, featuring guest speakers Parissa Zand (renters' rights campaigner), housing economist Dr Beth Stratford (UCL IIPP), and Leonie Hanewinkel (Movement Hub, Berlin).
The workshop will ask:
- How can we lift private renters out of fuel poverty through increased energy efficiency standards for rented homes, without them footing the bill?
- What package of policies could protect tenants from unaffordable rent increases, whilst preventing a shortage of homes to rent?
- How are other countries tackling the need to decarbonise their PRS in a just way?
- What are the political risks of an unjust transition for long-term climate action?
- What are the key lessons from Germany's energy efficiency program and the campaign for ‘Soziale Wärmewende’ (Social heating transition)?
After presentations, we will discuss key issues affecting retrofit in the PRS and explore how we can best collaborate to influence government decision-making and ensure a just transition for private renters.
The learnings from this workshop will shape future research and policy work.
