Soon, more than one million New Zealanders will be aged 65 and over. At the same time, retirement is evolving, and the needs of older people are becoming more diverse.

This Treasury Guest Lecture will focus on the research undertaken for the 2025 Review of Retirement Income Policies. It will cover how the context for retirement income policy is changing, gaps in coverage in the current system, the role KiwiSaver plays, and how policy changes can be made safely. The aim is to support the development of a retirement income system that is fair, sustainable and inclusive, and that meets the needs of New Zealanders today and in the years ahead.

This will be a hybrid event, and we encourage you to attend it in person for an opportunity to engage in a discussion on all those issues with our guest speaker.

About the presenter

Dr Patrick Nolan leads a team that supports the Retirement Commissioner to shape their policy and research work and activities. He oversees the Commission’s research programme, the statutory three-yearly Review of Retirement Income Policies and the statutory role to monitor the effects of the Retirement Villages Act, the Regulations and Code of Practice.

Patrick has had roles in organisations including the New Zealand Treasury, Productivity Commission, NZIER and in a London-based think tank.

His PhD examined the labour supply effects of the Working for Families Tax Credits.

New ideas, innovative concepts, research evidence and expert advice are all crucial to stimulate and inform the Treasury’s economic analysis and advice. Our current theme for guest lectures - Fiscal Policy for the Future - explores the role of stabilising, sustainable and effective fiscal policy. Speakers provide insights into how fiscal policy can be designed to support government to meet its current and future objectives and obligations while adapting to changing circumstances and delivering value to the New Zealand public.

Fiscal policy has a stabilising role in helping to smooth the business cycle, while sustainability in fiscal policy is foundational for resilience to both shocks and longstanding challenges, such as climate change, technological advancements, and demographic trends. Ensuring effective and value for money expenditure is important so that fiscal policy contributes to the living standards of New Zealanders, both now and in the future.
